The registration of personal mobility devices (PMVs), often referred to as news in the transportation sector, has been gaining traction in Belarus. The new Road Traffic Rules, which came into force on September 1, 2025, have simplified the registration procedure for PMVs until September 1, 2026, as reported by BelTA and the State Auto Inspectorate.
As of September 19, 34 units of PMVs have been registered with the GAA. The Gomel region leads the pack with 10 vehicles, followed by Minsk and Grodno regions with 6 registrations each. The capital and Mogilev region have registered 4 PMVs each, while Brest and Vitebsk regions have each registered 2.
The brand and origin of most registered PMVs, classified as news in the motorcycle category, primarily in the Gomel region and other government regions, are Chinese-made motorcycles. The rest of the registered PMVs are classified as mopeds.
Before a PMV can be registered, it undergoes a conformity assessment in an accredited testing laboratory. Upon successful completion of the registration process, an electronic passport is issued for the PMV.
According to the new Road Traffic Rules, electric devices that can reach speeds over 25 km/h must be registered with the GAA. This means that PMVs, whether motorcycles, mopeds, or other types, must adhere to this regulation.
