In a significant move towards digital transformation, the Immigration Division in Dong Nai, Vietnam, has launched an initiative to issue Level-2 electronic identification (e-ID) accounts to foreign residents. This initiative is part of a 50-day campaign by the Ministry of Public Security, running from July 1 through August 19.

The aim of this initiative is to improve population management, facilitate smoother transactions, and administrative procedures for foreigners living and working in Vietnam, particularly in Dong Nai province, which is home to nearly 3,000 foreign-invested enterprises and about 10,000 foreigners residing.

To be eligible for a Level-2 e-ID account, foreign residents must hold a valid temporary or permanent residence permit in Vietnam. The required documents and information include a passport or valid international travel document, a valid temporary or permanent residence card, a completed registration form, mobile phone number and email address (if available), and biometric data such as facial images and fingerprints.

Foreigners must register in person at the local Immigration Department office or provincial-level police immigration office. In Dong Nai, this would be the relevant local immigration office under the Ministry of Public Security. The Immigration Division in Dong Nai has set up a dedicated service area for Level-2 electronic identification account registration, including one guidance desk and three biometric data collection stations.

Officers in Dong Nai's Immigration Division are working in three consecutive shifts from 7:30 a.m. to 9:30 p.m., including weekends, to ensure maximum convenience for foreigners registering for Level-2 electronic identification accounts. The Immigration Division in Dong Nai has partnered with telecom service provider Vinaphone to assist foreigners in registering SIM cards under their names, a prerequisite for obtaining a digital ID.

If the foreigner’s biometric data (portrait photo and fingerprints) already exists in the national entry/exit database, the e-ID account will be processed within 3 working days. If new biometric data is submitted for the first time, the processing time may take up to 7 working days. Successful registration is notified via the VNeID application, phone number, or email.

The Level-2 e-ID enables foreign residents to authenticate identity for banking transactions, property rental registrations, access to public services, and digital storage of residence cards and legal documents through the VNeID app. Foreign nationals under 14 years old or those under guardianship must be accompanied by a legal representative during registration, and legal representatives can register Level-2 e-ID accounts on behalf of minors or those under guardianship using their own mobile phone number.

This initiative helps foreign residents in Vietnam, including those in Dong Nai, to streamline administrative procedures digitally as part of Vietnam’s national digital transformation agenda. The Immigration Division in Dong Nai will continue to enhance communication efforts and coordinate with businesses, industrial parks, and international organizations to ensure that all eligible foreigners receive their digital ID. Information on requirements for obtaining e-IDs has been made public through various channels, including social media platforms, FDI business associations, the Dong Nai Industrial Zones Authority, and the Dong Nai public security Fanpage.

Accepting foreign residents' applications for Level-2 electronic identification (e-ID) is a key step in Vietnam's national digital transformation agenda, as it will streamline administrative procedures and facilitate smoother transactions through technology. This technology-driven inititative aims to enhance population management and provide easier access to services for foreigners living and working in Vietnam and Dong Nai province specifically.
