Ministry Official Visits Neckar-Odenwald: Pushes for Faster Land-Use Planning

Dr. Christian Schneider, a high-ranking official from the Ministry of Urban Development and Housing, recently visited the Neckar-Odenwald District Office. During his visit on September 26, 2025, he discussed ways to streamline land-use planning and expressed his hopes to expand the scope of action for municipalities.

Dr. Schneider aims to accelerate the land-use planning process by introducing changes to specialist laws. He believes this will help municipalities act more swiftly. During his visit, he gained insights into the various tasks handled by the lower surveying authority of the Neckar-Odenwald district. These include managing the Land Registry, conducting land surveys, and overseeing land consolidation procedures.

He stressed the importance of geobasis data for fully digital work processes, location-based specialist information, and the creation of digital twins. Schneider also mentioned the 'construction turbo' as a key step in the approval process and the reform of the state building code, both of which aim to make habitable housing available more quickly.

During his visit, Schneider saw firsthand the use of modern surveying techniques, such as drones for precise measurements, at the district office. He also visited the Buchen 'Marienhöhe' new development area, the largest residential project in the city of Buchen in recent years. Here, the lower surveying authority played a crucial role in its realization.

Dr. Schneider's visit to the Neckar-Odenwald District Office highlighted the importance of modernizing land-use planning processes. His proposed changes to specialist laws and the use of advanced surveying techniques aim to make housing more readily available and improve the efficiency of local authorities.
