The Push Towards a Digital Future: Electronic Administrative Procedures on the Horizon
In a promising stride towards modernization, Askar Tazhenov, the head of the administrative police management department at the Ministry of Internal Affairs, has shared plans to phase out paper protocols. According to reports from Total.kz, this move aims to automate all administrative procedures, from case initiation to the execution of administrative penalties.
At a recent briefing, Tazhenov explained, "Since October 2017, internal affairs bodies have been conducting administrative proceedings through the 'United Registry of Administrative Proceedings' information system of the Committee on Legal Statistics and Special Accounting of the General Prosecutor's Office."
Police officers are now equipped with mobile tablets to create electronic protocols. In 2020, approximately 3 million electronic protocols were generated, accounting for about 83% of all identified offenses. This year, more than 1.5 million electronic protocols have been created, accounting for 89% of identified offenses.
Tazhenov further stressed, "Whereas it used to take 15 to 30 minutes to create a paper protocol, it now takes about 5 to 7 minutes for an electronic one." He added that there is no possibility of erroneous input of personal data and other information obtained from databases in automatic mode.
To transition fully to electronic administrative proceedings, a pilot project has been launched in the city of Kokshetau since April of this year. The project aims to eliminate the drafting of paper protocols and their conversion to electronic format. Upon completion of the pilot project, organizational and legal measures are planned for implementation across all regions.
While there's no direct mention of a similar pilot project linking to Askar Tzhenov or otherwise in recent Kazakhstani pilot projects such as the Digital Nomad Residency or the VAT Refund Pilot, the move towards electronic administrative procedures is a significant step towards digital transformation in Kazakhstan's administrative processes. The benefits of this transition, including improved efficiency and reduced chances of errors, are undeniable.
