Ghanaian Government Negotiates Takeover and Revamp of State-Owned Telecom Operator AT

The Ghanaian government is currently in negotiations to take over and revamp AT, the state-owned telecom operator, previously known as AirtelTigo. The identity of the strategic investor for the takeover and revamp remains undisclosed, as no specific details about the negotiations have been made public.

The negotiations, which were announced by Samuel Nartey George, the Communications Minister, during a stakeholder meeting with telecom CEOs on May 30, aim to inject capital into AT and provide it with technical know-how. The goal is to revive AT and strengthen market competition.

AT has struggled to compete since the government took over in 2021, and the government is now looking to provide it with additional resources to improve its services. The government expects a full rollout of improved AT services by the end of Q3 2025.

In addition to the negotiations with AT, the government has also approved new spectrum allocations for MTN and Telecel. The government is considering connecting entity licenses to help AT and Telecel access the National Fibre Backbone Infrastructure Company (NGIC) infrastructure.

Samuel Nartey George also mentioned that MTN is welcome to participate in the resources. No specific deadline has been set for the spectrum allocations to MTN and Telecel, nor has a deadline been set for the 60-day window to finalize the deal for the takeover and revamp of AT.

The goal of the negotiations is to strengthen market competition and provide AT and Telecel with the resources they need to improve their services. The government hopes that these efforts will lead to a more competitive and innovative telecom market in Ghana.
