This model centralizes AI capabilities and fosters enterprise-level alignment. Organizations can successfully transition from IOEs to COEs and eventually to Federations of Expertise (FOEs) by implementing a structured, phased approach.

The first step is to identify and prioritize AI use cases across the enterprise. This involves assessing where AI can add value beyond isolated projects. Focus on automation opportunities, customer feedback insights, and internal workflow inefficiencies, selecting use cases with clear business impact and feasibility. This helps to move from standalone experiments to scalable initiatives.

The next step is to build a strong AI strategy and governance model. This includes defining an AI operating model that includes cross-functional ownership, clear investment strategies, and portfolio governance aligning AI projects with business goals. Establishing a consistent data infrastructure, formalizing development and deployment processes, and creating clear roles and responsibilities across business units and IT are key aspects of standardizing AI deployment in a COE.
