Digitizing Labor Demands Evaluation: New Online Service Streamlines Assessment Process by PAM

The Public Authority for Manpower (PAM) has introduced a new digital service called the "Request for Basic Needs Assessment," which streamlines the labor needs assessment process. Starting August 11, 2025[1], employers can now submit requests for manpower needs assessments online, making the process more accessible and efficient.

To use this service, employers need to log into the Ashel Corporate Services Portal using their corporate credentials. The service is designed for employers submitting requests for the first time, re-evaluating existing needs, or updating labor requirements following a change in facility address or business activity.

Once registered, the portal generates a transaction number. Employers can then upload any required documents and finalize the request. The system automatically verifies the license and application conditions after submission. Official reports can be printed from the portal for records, and users can track the status of their application on the portal.

This digital transformation reflects PAM's commitment to leveraging technology and aligns with Kuwait's vision of modernizing government services and supporting the private sector's growth. By digitizing the labor needs assessment process, the Public Authority for Manpower aims to enhance the business environment and improve service efficiency.
