Developments in rail transportation, solar energy, and artificial intelligence - upcoming shifts in August
In August 2022, several significant changes are underway in Germany across various sectors, including travel, transportation, and technology.
Travel and Transportation
Digital photos have become the only accepted form for personal ID and passport applications. Whether you're taking photos at the authority or sending them via a secure transmission path from a photo studio, digital is the way to go. The enforcement of this rule is staggered, with new models being subject to the rules from 2026, and existing ones from 2027. Paper passport photos are no longer valid, but exceptions for analog passport photos will be allowed until the end of July.
In a major infrastructure development, the railway line between Hamburg and Berlin will be closed from August 1st until the end of April 2026 for a comprehensive general renovation. Passenger and freight traffic will be rerouted during this time, and replacement bus services will be provided for passengers where trains cannot run.
Energy and Technology
August 1st also marks the implementation of new security rules for many electronic devices connected to the internet across the EU. These devices must prove they meet basic requirements for protection against cyber attacks, data misuse, and fraud. The increased security standard can be recognized by the CE marking.
The feed-in compensation for solar power will be reduced by one percent every six months. The next reduction will take effect on August 1st.
In the realm of technology, stricter AI regulations are being implemented for chatbots like ChatGPT. The AI Act, a comprehensive AI law of the EU, will enforce stricter transparency requirements on such large AI systems, effective August 2nd. Providers of such general AI models must disclose how their systems work and with what data they were trained.
Education
All students in Germany will be on summer holidays from August 1st to August 10th. Bavaria will be the last federal state to start the summer holidays on August 1st. The new school year begins on August 11th in Saxony, Saxony-Anhalt, and Thuringia.
While no major or specific updates for August 2022 concerning commuters, energy customers, or AI in Germany were found, it is worth noting that the German government presented plans for anti-pandemic measures valid from October 2022, but these plans do not directly affect these sectors.
