In a significant move towards digital transformation and cost efficiency, six London borough councils have chosen Capgemini to implement, host, and manage a new shared instance of Oracle's enterprise resource planning (ERP) software. This decision marks the first contract signed as a result of Programme Athena, an initiative aimed at encouraging shared use of software between London councils.

The six participating boroughs - Lambeth, Lewisham, Barking & Dagenham, Brent, Croydon, and Havering - are currently using Oracle's ERP software and will upgrade to the latest release, R12, as part of the new deal. Notably, these boroughs are the first wave of councils to adopt the shared instance, known as 'One Oracle'.

The implementation of 'One Oracle' is expected to take 13 months and will be based on Capgemini's tGov 'delivery portfolio', a set of standardized, Oracle-based software and business process components designed for use in local government. The selection of Capgemini was primarily based on cost effectiveness and the fact that the 'vanilla' tGov offering met many of the councils' requirements without the need for customisation.

Nadira Hussein, Athena programme manager, expressed her expectations of substantial cost benefits derived from shared hosting, reduced procurement costs, and the standardisation of business processes across boroughs.

Following the successful implementation of 'One Oracle', a second wave of boroughs will be able to join the shared instance. The identities of these boroughs have not been disclosed at this time.

In addition to 'One Oracle', Programme Athena is also working on 'One SAP' for boroughs that use SAP software, as well as 'One Agresso' and 'One CedAr'. These initiatives aim to foster collaboration and cost savings among London's local government bodies.

This move towards shared software solutions is a testament to London's commitment to digital transformation and efficient use of resources. By pooling their resources, these boroughs are not only reducing costs but also promoting standardisation and streamlining business processes, ultimately leading to a more efficient and effective local government.
