A significant drop in cash machine explosions in Germany has been achieved through robust cross-border cooperation and intense pressure from authorities. However, the risk to third parties and reckless perpetrator behaviour keeps security forces vigilant. A recent conference in Osnabrück brought together experts to discuss strategies and best practices.

The decrease in cash machine explosions is a result of successful investigations and high pressure from authorities. In 2023, the Federal Criminal Police Office recorded 461 cases, down from the previous year. The use of solid explosives accounted for around 85% of these cases.

The Police Directorate Osnabrück plays a crucial role in combating this crime. It coordinates cross-border investigations and facilitates information exchange through the ISF LUMEN project. Special investigation groups and central offices have been established in several federal states to tackle the issue. Despite the decrease, authorities continue their activities due to the high risk to third parties and reckless escape behaviour of perpetrators.

A two-day specialist conference was held in Osnabrück on September 16 and 17, 2025. Organized by the Federal Criminal Police Office and the European project 'ISF LUMEN', the conference focused on dealing with complex investigations, best practice approaches, and alternative solutions. Experts from different security authorities across Germany, the Netherlands, Switzerland, Austria, and Europol attended the event.

While the number of cash machine explosions in Germany has decreased significantly, the risk to third parties and reckless perpetrator behaviour necessitates continued vigilance. Cross-border cooperation and information sharing, as demonstrated by the recent conference in Osnabrück, are key to effective combat against this crime. Authorities remain committed to maintaining high pressure on perpetrators and enhancing investigation techniques.
