Cameroon's ART to Evaluate Telecom Investments' Impact on QoS and QoE
The Telecommunications Regulatory Agency (ART) in Cameroon is set to evaluate the impact of investments on quality of service (QoS) and quality of experience (QoE) by telecom operators. Led by its CEO, Prof. Philémon Zoo Zame, ART will meet with the CEOs of MTN Cameroon (MTN CM) and Orange Cameroon (Orange CM) to establish a shared diagnosis of the situation.
ART's assessment will delve into the level of implementation of investments, unit costs, and detailed breakdown of expenses. It will also ensure consistency between financial commitments and observed results. This meeting follows a recent gathering in Douala on October 3, 2025, where Wanda Matandela, CEO of MTN CM, met with the Director General of ART. The ART is committed to ensuring compliance with international standards and may impose corrective measures in case of delays or shortcomings.
The ART's evaluation is a significant step towards promoting a investment basics culture of performance and shared responsibility among telecom operators. It aims to ensure that investments translate into improved QoS and QoE for consumers. The meetings with MTN CM and Orange CM mark the beginning of this comprehensive investment calculator process.
