Broadcast Stations are Admonished to Submit EAS Form One by October 3rd
All EAS Participants Must Submit ETRS Form One by October 3, 2025
The Federal Communications Commission (FCC) has reminded all Emergency Alert System (EAS) Participants to file the ETRS Form One by October 3, 2025. This submission is required annually and includes each station's identifying EAS designation, monitoring assignments, facility location, equipment type, and contact information.
The requirement to file Form One applies to full power radio and television stations, Low Power FM (LPFM) stations (including Class D noncommercial educational FM stations), stations silent under Special Temporary Authority (STA), program-originating FM booster stations, and low power TV stations that are not operating as TV translators. A separate Form One must be filed for each EAS Participant if an entity holds multiple licenses.
Stations exempt from filing ETRS Form One include analog and digital low-power television stations that operate as broadcast translator stations, FM broadcast booster stations and FM translator stations that entirely rebroadcast the programming of other local FM broadcast stations, and analog and digital broadcast stations that function as satellites or repeaters of a hub station, rebroadcasting 100% of the hub station's programming. Note that the hub station itself must file Form One.
LPFM stations from the third generation of the 2023 LPFM Filing Window that have not yet started broadcasting are not required to file. There will be no nationwide EAS test in 2025, so stations only need to submit Form One and are exempt from Forms Two and Three filings, which are related to nationwide test reporting.

Stations can file electronically through the FCC's ETRS system using their FCC Registration Number and username. Users with a registered username and an FCC registration number can access ETRS. Low-power FM stations, Class D noncom educational FM stations, and EAS participants that are silent pursuant to a grant of special temporary authority are required to register and file in ETRS. The FCC confirmed in an ETRS notice published on August 4 that the Federal Emergency Management Agency (FEMA) will not conduct a nationwide test in 2024. The last national periodic test took place in 2023. The ETRS Form One filing is a requirement for the Emergency Alert System's future examination. The ETRS Form One filing is not limited to full-power stations, it applies to all stations. Filers who have not previously created a username can do so at the user registration section. ETRS can be accessed through the FCC's website.
