Autonomous Vehicle Service Debuts in San Francisco Bay Area by Tesla

After a series of regulatory hurdles, Tesla has officially launched its Robotaxi service in the San Francisco Bay Area on July 30, 2025. The service, which initially faced delays, received quicker-than-expected approval from California regulators.

The geofenced service area covers a vast region, including cities such as South San Francisco, Berkeley, Hayward, Fremont, San Jose, Marin, much of the East Bay, and San Francisco itself. Invitations for early access have been sent out to a select group of Tesla owners, and rides can be hailed and paid for through the Tesla Robotaxi app.

As of late July 2025, Tesla has not applied for a permit to offer commercial robotaxi service to the general public or for driverless vehicle operation testing or deployment in California. The vehicles currently operate with a human safety driver, who can control the car if necessary.

Tesla's Robotaxi service in the Bay Area differs from Waymo's, which operates fully driverless in authorized areas under strict regulatory permits. Tesla's service, due to California's regulatory constraints, requires a safety driver physically controlling the vehicle.

The service utilizes modified Tesla Model Y vehicles and focuses on a gradual expansion with a safety emphasis. In contrast, Waymo employs dedicated autonomous vehicle technology and operates in more limited but fully driverless zones.

The regulatory environment remains cautious, with public agencies expressing concerns about autonomous vehicles' potential impacts on city traffic patterns. However, the earlier reported San Francisco rollout of Tesla's Robotaxi service could indicate a potential increase in the company's expansion pace.

Tesla has introduced dynamic pricing for Robotaxi rides, making its service more competitive with traditional ride-hailing apps. The regulatory approval for removing the safety driver in California could arrive within the next month or two. This update, part of the new Tesla Robotaxi app version 25.7.11, marks a significant step forward in Tesla's autonomous vehicle roadmap.
