In the rapidly evolving world of technology, the military is increasingly turning to artificial intelligence (AI) to streamline operations and gain a tactical edge. However, as the United States Army's Project Manager Mission Command's artificial intelligence and data strategy project officer, Thom Hawkins, explains, the shift towards automation carries significant potential consequences across operational, ethical, and geopolitical domains.

One of the most pressing concerns is the increased operational risks and unintended escalation that AI-driven military systems could bring. Operating at speeds and complexity beyond human comprehension, these systems could accelerate the tempo of warfare and diminish opportunities for de-escalation. Machine failures or misinterpretations of AI outputs may trigger unintended escalation or conflict breakdowns, transforming war into a domain governed by opaque and unpredictable systems.

Another major issue is the undermining of accountability and legal norms. Automated systems making life-and-death decisions risk bypassing international humanitarian law principles such as accountability, proportionality, and discrimination. The "black box" nature of AI algorithms obscures responsibility, making it unclear who is liable for mistakes or unlawful actions during combat.

The proliferation of military AI technology also poses global security dangers. With few regulatory frameworks in place, the rapid proliferation of this technology to states with varying capabilities and even non-state actors creates new tensions and insecurity. Such diffusion could increase conflict likelihood and instability worldwide, as rivals race to develop or acquire advanced autonomous weaponry.

In active conflicts, the unreliability of current military AI systems is a cause for concern. Despite optimism about precision, these systems are often not robust or reliable. There are no guaranteed safeguards that AI use will restrain violence; instead, autonomous weapons may exacerbate destructiveness due to unrestrained deployment or errors.

As the reliance on AI autonomy varies among militaries, the reduced human control and increased unpredictability it introduces pose significant risks. Some, like China’s People’s Liberation Army, may cede substantial operational roles to AI for autonomous decision-making and swarm tactics, boosting effectiveness but also introducing unpredictability and risk if AI systems err or are compromised, potentially destabilizing battlefield dynamics.

The acceleration of an AI arms race and governance void is another concern. Global superpowers such as the US and China heavily invest in military AI, with private tech companies becoming defense contractors. This fuels an arms race where governance mechanisms lag behind technological progress, increasing global risks and complicating disarmament or regulatory efforts.

In popular culture, AI is often given a God-adjacent role, echoing the Greek philosophers' great chain of being, which depicts a hierarchy topped by God, with humans arguably closing in on the complexity of artificial intelligence. However, this technological advancement also brings us closer to the concept of the Singularity, as posited by Ray Kurzweil in his 2005 book The Singularity Is Near, where man and machine will become indistinguishable.

This shift towards AI in the military raises urgent questions about accountability, human oversight, and operational safeguards. As we navigate this new frontier, it is crucial to establish international frameworks to ensure that the benefits of AI are harnessed while minimising its potential risks.
